Earlean Williams was sentenced to two-years in prison and her mother Generista Williams was sentenced to two-months in prison. Both women were also sentenced to two-years of supervised release following their confinement, and each was ordered to pay a $100 assessment and $359.15 in restitution to the State of Illinois and the Center for Medicare and Medicaid Services.
Barbara Adams was sentenced to five-years probation and ordered to pay a $100 special assessment and $9,727.90 in restitution to the State of Illinois & Center for Medicare and Medicaid Services.
All three pled guilty to defrauding the Illinois Department of Human Services (DHS) Home Services Program, a Medicare Waiver Program designed to prevent institutionalization of people who may instead be maintained at home at a cheaper cost. All three admitted to making a materially false statement concerning the delivery of and payment for health care services reported on a time sheet sent to DHS.
The sheet declared that Earlean Williams performed forty-hours of personal assistant work for her mother during August of last year, even though the services were not performed and Generista Williams did not live at the address listed on the sheet. In the Adams' case, she used the name of a co-conspirator's husband to claim personal assistant benefits, even though they knew the husband did not perform any services.
