SPRINGFIELD, Ill. (AP) - Don't expect the "big overhaul" of Illinois campaign finance laws to have a big impact on next year's elections.
Even if Gov. Pat Quinn signs the changes into law, they don't take effect until 2011. That means that next year, interest groups can give as much as they want while candidates accept as much as they can raise. Even after the caps on political donations took effect, they probably wouldn't keep big money out of Illinois politics. Illinois could see something similar to what happens at the federal level -- independent groups spending money to support candidates they like, and people "bundling" up a lot of little donations into one big package.
Still, reform groups say the changes would help break the direct flow of money from big donors. They say that would make candidates less beholden to special interests.
